They charge the new card account. Unless you really really need the card quickly I would never be paying $15 for that. I think it's ridiculous they charge that much to expedite one card.

Citi Simplicity has the longest 0% on the market at 21 months but w/3% transfer fee. Chase Slate is 15 months 0% with no transfer fee. These are the 2 best BT cards on the market IMO.
